P&SB ZIMIDARA CREDIT CARD (KISAN CREDIT CARD) SCHEME
   
Aim  
The aim of P&SB Kisan Credit Card Scheme is to provide adequate and timely credit to farmers under single window, with flexible and simplified procedure, adopting whole arm approach, including the short-term credit needs to meet their annual crop production and reasonable component for consumption needs, through kisan credit card. The credit facility will be in the nature of term loan and cash credit .
   
Eligibility  
A farmer should own agriculture land in his name .The limit for production credit is allowed to tenant farmer ,oral lessees and sharecroppers, if borrowers offer security of their own land or third party property valuing at least two times the amount of loan.
   
Margin  
No margin is required for crop production facility and   for other farm credit, margin is as per existing guidelines.
   
Repayment Period
The repayment under kcc is as under:
1. Repayment of KCC limit (including consumption needs) may be up to 12/18 months (depending on nature of crop) and working capital limit for allied agriculture activities may be repayable in 12 months with following stipulations:
  a. Aggregate credits into the account during 12 month period should at least be equal to the maximum outstanding in the account.
  b. No drawl in the at should remain outstanding for more than 12 months. However this condition may be relaxed in cases where limit has been extended for growing long duration crops such as suger cane ,etc. or for agricultural activities where returns are expected after one year, but in no case any drawl in the account should remain outstanding for more than 18 months.
2. The term loan component will be repayable within amaximum period of 5 year, depending on the type of activity/investment as per existing guidelines. The repayment in case of agriculture term loan such as MI, Tractor,pump set etc where the repayment period as prescribed by the NABARD in the respective scheme may be allowed.
   
Security:
a. For the limits sanctioned up to Rs.50000/- no collateral security is to be envisaged only hypothecation of crops/assets out of bank loan is sufficient.
b. In case the limit sanctioned exceeds       Rs.50000/-  Security of agriculture land valuing double the amount of limit to be taken by way of crea of charge or mortgage of land (as applicable in the Act of the State Govt.) in favour of Bank. Where the limit  sanctioned on leased land, branches are permitted to accept the urban property by way of equitable mortgage as additional security in case ,the owned mortgaged agriculture land fall short of double the value of loan .
c. For limits sanctioned against the security of NSC/KVP/FDR, full cover should be provided to the limit sanctioned.
   
Fixation of limit:
1) Production & Consumption credit (Per acre):
  The criterion for fixing production credit limit is based on cultivated area of the farmer separately for the irrigated and un-irrigated land within the slabs given below:

  • In case farmer cultivates crops Such as, Suger cane, Vegetables,    Potato as Main Crop on irrigated land, the following scale of finance may be fixed:

Leased land Rs. 40000/-Per acre
 
  • Out of limit assessed as above, up to 25% or Rs. 1,00,000/-, whichever is lower is restricted towards consumption needs of the farmer viz. medical expenses, expenses for children education, expenses related to marriage ceremonies, funerals, births and certain religious ceremonies.
 
  • However, higher limit for production credit can be allowed by the branch manager where contract farming or in case where farmers adopt scientific /hi-tech method of cultivation using modern technology, hybrid  seeds etc. in accordance with the actual costs to be incurred depending upon the variety/type of crop/ plantation grown ( per acreage details of actual requirement of production credit should be kept on record).
2) Working Capital for allied activities:-  Cash Credit Limit for need based working capital requirement of allied agriculture activities may be fixed.
   
3) Term Loan:- The need based term loan may be provided to farmers for purchase of agricultural implements, installation of minor irrigation/ drip irrigation systems, land development, purchase of farm animals and other allied activities, purchase of two wheelers/Jeep for use at farm, construction of rural godowns /storage of farm inputs or products, for setting up vermi-composting unit for own use, etc.
   
Coverage of KCC holder under personal Accident Insurance Scheme:
Insurance scheme (PAIS) .The insurance coverage is provided by General Inurance companies on the concessional premium i.e.@ Rs.15/- per annum. The borrower is required to pay Rs.5/- per year and the bank is to contribute Rs.10/- per year for each cardholder.  Thus the premium of Rs. 45/- for the period of three years  is to be debited to the cardholder  account at the time of issuance of card. The risk coverage benefit under the scheme is up to Rs. 50000/-.

Salient features of Bank’s MSME  policy.

  • The Bank  continues to lay emphasis on financing Micro, Small & Medium enterprises
  • Policy Package of Govt. of India 2008 shall continued to be supported and popularized amongst our branches.
  • Bank’s Endeavor is  to achieve high growth in MSME advances .
  • Industrial units in the clusters shall be financed.
  • The Bank has specialized 11 MSME branches namely Reid Road Ahmedabad, Dhuri ,  Batala, Kukar Majra , Mandi Gobindgarh, Panipat , Phase –V Mohali ,Ludhiana, Jalandhar, Godhewala and Lalru  to support finance to MSME units. The Bank will endeavor to consider opening more such branches in the coming years.
  • The various service sector enterprises shall be financed taking advantage of the new investment limits in equipment under MSMED Act 2006.
  • The Bank is financing loans up to Rs.100 lakh for Small Enterprises under the Credit Guarantee Scheme of CGTMSE.  The Bank has made a provision to bear upfront guarantee fee /ASF for loans upto Rs.5 lac under the scheme.
  • In line with RBI’s policy of “Financial Inclusion”, micro-finance (SHG-Bank Linkage Programme) has been identified as one of the thrust area for  lending.

Eligibility

The enterprises are defined on the basis of their engagement in manufacturing sector or service sector as under:

Enterprises engaged in the manufacture or production, processing or preservation of goods as specified below:

  1. A micro enterprise is an enterprise where investment in plant and machinery  (original cost excluding land, building and other specified items)  does not exceed    Rs. 25 lakh]
  2. A small enterprise is an enterprise where the investment in plant and machinery (original cost excluding land, building and other specified items) is more than Rs. 25 lakh but does not exceed Rs. 5 crore.
  3. A medium enterprise is an enterprise where the investment in plant and machinery (original cost excluding land, building and other specified items) is more than Rs.5 crore but does not exceed Rs.10 crore.

(b) Enterprises engaged in providing or rendering of services:-

  1. A micro enterprise is an enterprise where the investment in equipment does not exceed Rs.10lac
  2. A small enterprise is an enterprise where the investment in equipment is more than Rs.10lakh but does not exceed Rs.2 crore;
  3. A medium enterprise is an enterprise where the investment in equipment is more than Rs.2 crore but does not exceed Rs.5 crore.

These will include small road & water transport operators, small business, professional & Self-employed persons and all other service enterprises

Extent of Collaterals:

  1. No collateral to be insisted for MSME cases with credit limit up to Rs.10 lacs in all new loans sanctioned to these units (both manufacturing and services) as defined under MSMED Act, 2006.  Units financed under the Prime Minister Employment Generation Programme of KVIC for extending collateral free loans are  included in MSE sector.
  2. No collaterals is insisted in cases with guarantee cover of Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) up to the limits set and revised by the Trust.  Presently the CGTMSE cover is available for eligible advances upto Rs.100 lacs. As per existing policy bank will bear Guarantee Fee / Annual Service Fee for loans upto Rs.5 lac

SME-Clusters Approach:

Special emphasis shall is  laid to adopt Cluster approach in MSME lending in 149 identified districts by SIDBI and the clusters identified by United Nations Industrial Development Organization (UNIDO)

Other avenues for financing MSMEs:

  • Professionals , Traders, Micro & Small Enterprises, financing through NBFCs/ Micro Financing Institutions (mFIs) which lend to the MSE.
  • Lending under TUFS ( Technical Upgradation Fund Scheme )  and NEF(Net Equity Fund) of SIDBI
  • Extending credit to newly added activities  such as Hotels , Motels , Hospitals , Educational Institutions , Canteens  , restaurants ,  retail Trade etc. which are now considered as SMEs

SME Rating Agency of India Ltd (SMERA) has entered into a MOU with our Bank to provide comprehensive rating services to SME clients of the bank.The rating fees charged by SMERA is very competitive . It is further subsidized to the extent of 75% by National Small

Industries Corporation ( NSIC)  for eligible SSI units i.e. units holding valid SSI certificates issued by the competent authority will  have to bear only 25% of the prescribed fees by SMERA.  NSIC acts as a nodal agency for providing subsidy.

Pricing & Rate of Interest:

MSME loans would be priced in terms of the rating of borrower entity as per the applicable internal rating model of the Bank. For loans up to Rs.10 crore, the rationalised interest rate structure is applicable  and  for loans up to Rs.25 lacs, the pricing has been delinked with credit rating.

Computation of Working Capital:

The working capital requirements are worked on the basis of Naik Committee recommendations for working capital limits upto Rs.5 crores, from the banking system, on  the basis of a minimum of 20 % of their projected annual turnover for new as well as existing units, beyond which working capital be computed on the basis of the working capital cycle, after fixing proper margins,

 Processing Charges:

Specified Processing charges are levied .

DISPOSAL OF APPLICATION:

Loan applications are acknowledged

The application upto Rs.1.00 lacs are disposed with 2 weeks and beyond Rs. 1.00 lacs are  disposed within 4 weeks, provided the loan applications are complete in all respects.

Common Application Form:

Bank has adopted the simplified loan application form along with checklist to be used for all categories of Micro & Small Enterprises borrowers irrespective of loan amount .

CODE OF BANKS COMMITMENT TO MICRO AND SMALL ENTERPRISES

Code of Banks Commitment to Micro & Small Enterprises prepared by Banking Codes and Standards Board of India (BCSBI) is a voluntary code, reflecting the Bank’s positive to its Micro and Small Enterprise customers to provide easy, speedy and transparent access to banking services in their day to day operations and in times of financial difficulty.

Bank has established  Rural Development & Self Employment Training Institutes( RSETIs)  in 3 lead districts in Punjab  namely  Ludhiana , Moga and Faridkot  to achieve the following objectives
To Identify, orient, motivate as well as train and assist the  unemployed youth to take up self employed ventures, take care of research and development activities in entrepreneurship and rural development , provide counseling and project counseling activities of different MSME clusters

P&SB TRACTOR FINANCE & TRACTOR WELFARE FUND SCHEME

In the field of farm mechanisation Punjab & Sind Bank has adopted a very liberal policy for Tractor Financing.

The salient features of the scheme are as under –

Eligibility

A fanner cultivating a minimum of 8 Acres of irrigated agricultural land , and Tractor should be used for 1000 productive hours in a year.

Margin

15 to 25%

Repayment

In equated half yearly installments over a period of upto 9 years

Security

The value of security offered by way of mortgage of land and Hyp. of Tractor should be double the value of Term Loan sanctioned.

INSURANCE OF TRACTOR

To save the farmer from the burden of comprehensive insurance, Punjab & Sind Bank has waived the condition of comprehensive insurance. Now the farmer may opt for membership of Tractor Welfare Fund of the bank. Tractor is to be insured for Third party only. The farmer who has opted for Tractor Welfare Fund Scheme has to contribute only Rs.300/- per year in the Tractor Welfare Fund. In case of serious accident where the amount of loss is more than Rs.10,000, compensation to the extent of 50% of the assessed loss is provided from the Tractor Welfare Fund. By becoming member of Tractor Welfare Fund Scheme, the farmer saves Rs.15,000 to Rs.20,000 over a period of 9 years. The Tractor Welfare Fund is maintained by a Trust named " PSB Trust for Development of Agriculture & Rural Employment". The funds collected in Tractor Welfare Fund are utilized for the benefit of farming community.

Bank provide credit on very liberal terms for purchase of second hand (old) tractor.It should be first resale of Tractor and the Tractor should be apparently in a good working condition and not more than seven years old.

Farmer owning four acres of irrigated land and cultivating a minimum of six acres of Irrigated land .the farmer should neither own tractor in his name nor jointly with his family members.

Bank has formulated a scheme on the latest technique of water management i.e .Drip Irrigation .Thise irrigation system is most suited for Horticulture and vegetable crops.the saving of water in drip irrigation is up to 50% to 60%.

The scheme aimed at provoding term finance to small and marginal farmers including share cropper and tanent cultivators for purchase of agriculture land wasteland for developing and cultivating it to increase agricultural production and allied activities.The objectives is to make small marginal holdings economically viable and small and marginal farmers,share croppers/tenant farmer to purchase land and raise their income .

Eligibility

small and marginal farmers i.e. those who would own maximum of Un-irrigated or irrigated land (including purchase of land under scheme) .

Margin

Maximum of 10% margin is stipulated.

Repayment

Loan to be repayedin 7-12years with a maximum moratorium period of 24 months.

The land purchased out of the bank loan by way of mortgage in favour of the bank.

Valuation

To decide quantum of finance, the value of land may be assessed on the on the average value available with Registrar/Sub Registrar for the last five years.

When Aahrtias ,make finance to the farmers, BOOK DEBT are created in the Aahrtias books of accounts .The Aahrtias require institutional credit against these book debts and the banks have started providing working capital limits for financing Aahrtias.The book has also floated such a scheme since March 95, which has been amended from time to time.The salient feature of the scheme are as under:

Maximum Loan/ Limit: upto Rs.50.00 lac per Aahrtias (Overdraft).

With the harvester combine the farmer can harvest his crop quickly and also helps other farmers in timely harvesting their crops. Thus, a farmer can make the best use of combine commercially and thereby increasing his income manifold. The cost of machine varies from Rs.5.50 lac to Rs.9.00 lac. SCHEME FOR FINANCING SELF HELP GROUPS (SHGS)

Self Help Group is an informal group of individuals having uniform socioeconomic status and living together homogeneously, whose members pool their savings and relending within the group on rotational or need basis. The size of group may range from 10 to 20 members and it should preferably be formed by NGO. These groups may be registered or unregistered.

Eligibility

The group should have
  • - existence for attest a period of 6 months
  • - opened S.B. A/c with bank
  • - successfully undertaken savings and credit operation
  • - democratic working, maintaining proper accounts and records
  • - genuine need to help each other homogeneous background and interest

Quantum of loan/limit

Loan/limit is sanctioned to SHG or to voluntary Agency and the proportion of saving to loan should be maximum in ratio of 1:4

Margin

A portion of saving of the group may be taken as margin

Repayment

As decided by the bank depending upon Repayment capacity of its members.

Security

No collateral security. Hypothecation of assets created out of the bank funds be taken as a security

Loan may be given for any legitimate productive & consumption purpose as suitable to the group. The advances to SHGs form the part of Priority Sector and covered under Weaker Section of Society.

P&SB KHETI UDYOG KHAZANA YOJANA (KUKY)

It is a noval composite loan scheme (farm sector) for farmers specially designed to meet credit needs for various agricultural & allied activities under a single agreement with the bank. Under the scheme, a fanner can avail loan for purchase of tractor, trolley, agricultural implements, Minor irrigation, land Development, crop production, poultry, fisheries, or any other such agricultural activities:

Eligibility

A farmer having at least one acre irrigated land.

Margin

10 to 25% depending upon the purpose of loan.

Repayment

Crop loan to be adjusted at the time of harvest of each crop and term loans as per repayment schedule drawn at the time of sanction of loan.

Security

By way of mortgage of agricultural land or by way of creation of charge over agricultural land for double the value of the total loan limit along with Hyp. of assets created with bank loan

Limit

The limit is fixed @ Rs.50000 per acre for irritated land and @ Rs.15000 per acre for unirrigated land with a maximum limit of Rs.7.50 lac. The limit is sanctioned for a period of 10 years.

Assistance is provided to disabled persons under NHFDC scheme for :
